A lifeline for international students studying in the US, the Optional Practical Training (OPT) program may soon undergo major changes. With a 24-month STEM extension, the program permits F-1 students to work in the US during or after their studies for a maximum of 12 months. About 294,253 students used OPT in 2024–2025, which is a 21% increase over prior years. But in an effort to strengthen oversight and safeguard American workers, the Department of Homeland Security (DHS) has put forth new regulations. Opponents contend that OPT has evolved into a low-cost labor source for US businesses, occasionally displacing recent graduates. Stricter employment regulations for companies hiring OPT students; the program's possible elimination or reduction under the Fairness for High-Skilled Americans Act of 2025; and the potential taxation of international students' OPT earnings are some of the proposed changes.
