COURSE CURRICULUM

The Master of Public Administration in Emergency and Disaster Management curriculum at Metropolitan College of New York is structured across three purpose-based semesters, providing a comprehensive and practical approach to managing emergencies and disasters. In the first semester, students focus on identifying organizational disaster needs and initiating emergency management plans. They study values and ethics for administrative decision-making, research and analysis methods in disaster management, and the foundations of business continuity management. Students also learn how to prepare and plan for disasters by understanding policies, political influences, and real-world case studies. This stage emphasizes building a strong foundation in risk assessment, ethical decision-making, and strategic planning.In the second semester, the curriculum shifts toward implementing emergency management plans. Students explore public health preparedness and response, economic and social trends, and the delivery of social services during crises. They also study continuity of operations planning and enterprise risk management, gaining the skills needed to maintain essential services during disruptions. This phase focuses on applying planning strategies in real-world scenarios and managing resources effectively during emergencies.In the final semester, students concentrate on evaluating and improving emergency management plans. They study advanced topics such as cybersecurity in disaster planning, global crises and their impact on communities, and homeland security policies and procedures. The program also includes an advanced business continuity practicum, where students apply their knowledge in practical settings to assess and refine disaster response strategies. Throughout the program, students develop critical skills in analysis, leadership, planning, and decision-making.
